Scratch cards are the ‘only option’

ENVIRONMENT is sticking by scratch cards for paid parking in Town despite some fierce criticism. During last week’s States debate, members hit out at the practicality of the scheme. They pointed out how Jersey had encountered problems with the practice.

‘It is important to remember that paid parking in St Peter Port includes on-street long-stay places,’ said Environment minister David De Lisle.

‘It is not, and has never been, limited to the main car parks. Having a barrier system at, for example, La Vallette or the South Esplanade would be totally impractical.’

He added that those on-street long-stay areas which would be included in the paid-parking scheme included only a few spaces.

‘In such cases, the provision of a pay-and-display meter, along with the associated costs of servicing that machine, would not be cost- effective,’ said Deputy De Lisle.

‘In such areas, scratch cards are considered to be the only practical option.’

The department had considered different systems for different areas.

‘However, this would mean that the number of scratch cards sold would be greatly reduced, making the printing and distribution of them unviable,’ he said.

‘As a consequence, the current view is that scratch cards present the only affordable practical option that could be applied to all the areas currently under consideration.’

The department expects to introduce paid parking in Town by the end of the year, but has to report back on extending it to long-term spaces out of Town.
