AN OFFICE of Utility Regulation report into companies that take advantage of the VAT loophole is close to being finalised. Once it is, it will be submitted to Commerce and Employment for consideration.
OUR director-general John Curran said it was for the department to consider any further circulation of the report given that it contained commercially sensitive information.
The OUR was asked to look into the issue of fulfilment centres after a crackdown was announced in an attempt to appease UK Government concerns.
‘In terms of the report itself, we have assessed the scale of the bulk mail industry and its contribution to the Guernsey economy and have considered the various options for ensuring it continues,’ said Mr Curran.
‘While we cannot discuss the specifics of the report, it is important to acknowledge the excellent co-operation we received from all parties in compiling it and we would like to thank the bulk mail industry, Guernsey Post, the Customs & Immigration Service and the Law Officers for their assistance.’
Commerce and Employment minister Stuart Falla said he expected to receive the report by 1 December.
‘I understand that it is largely complete, but it is being checked over to make sure it is factually accurate because we don’t want any errors,’ he said.
‘I have not seen it yet myself so I am not aware of exactly how much commercially sensitive information it contains.
‘Obviously if it gives detailed analysis of companies, then clearly that information should not be allowed into the public domain.
‘However, our intention is to take action based on the report and whatever action we take will be made public of course.’
