News from the Guernsey Press

Panel bites the hand that formed it

PUBLIC Services and its people’s panel are on a collision course over the publication of a potentially critical waste report.
The panel has told the department it will see the report only at the same time as other States members and the media.
But it was set up to report directly to the department with any concerns over the process of building a waste plant.
Public Services minister Bernard Flouquet is now going to write to the panel asking to see the report first so the department can attach comments to it before publication.
The issue was raised as the department met as the Waste Disposal Authority yesterday.
‘I thought it was paramount for us to ask them to have sight of that report before other States members. They have requested that it goes on the government website,’ said Deputy Flouquet.
‘I’d ask we have access to make comments so they can be attached to it.’
Deputy Public Services minister Scott Ogier said he had spoken to one of the panel members.
‘The indications are from what this person was saying there’s likely to be some negative aspects to it, mainly centring, I believe, around the feeling held currently among the industry here that we’ve not done enough to promote increased separation and segregation.’
Deputy Ogier said that he was very surprised that an entity it had set up was able to report without the department having first sight.
The panel recently complained that it did not have enough information from the department to do its job.
Public Services goes to the States next month with a report outlining the tender process and the eight shortlisted companies.
The names will not be released until the Billet is published on Friday 11 July.
