After a few hundred cars had to pay £60 each to have the clamps removed I doubt they would be too quick to use the businesses in the surrounding areas again. After a demonstration like this the surrounding businesses would soon see a huge drop in their takings. They would then be happy to sit down and come to a reasonable conclusion with the land owner.
