I know your pain but there's not really much to be done about it for kerbside: I thought of barcoded bags that are tied to your home address, but that would be expensive to produce and run. Just keep a tally of bags picked up? You then get people moving their rubbish to the drives of others to make a saving. My only workable idea is recycling facilities with some kind of basic keypad system that ties your recycling to your home address through a computer. Deposit X recycling per month? Discount on refuse collection.
