Actually the £8mil is quite believable: Mortgage of £300k ay 3.5% is about £10k interest per year. Relief on £10k of interest = £2,000 that would have been otherwise collected. 4,000 properties with mortgages and owners claiming the above average level of relief (£2,000 x 4,000) = £8mil
