The difference though is that the poor would notice is more than the rich. Every penny counts when you're struggling financially. Besides, surely GST would cost the public as it would require legislation and resources to implement a means of collection. Many businesses would have to amend their systems to incorporate a sales tax - this would cost money that particularly small businesses can ill afford to spend.
