Increasing developer costs simply reduces the incentive to build more houses. You can't wave a magic wand and create 'affordable housing' where land is expensive and housing construction expensive. Greater supply or reduced demand is the only viable solutions. There will always be some seeking housing at a lower price than than can be provided by hidden subsidy or the market. Any attempt to manipulate the incentive to develop merely makes it less likely entrepreneurs see building and redevelopment as a viable business.
