"Deputies come and go" is the Civil Service mantra. How can the Deputies wield the power we invested in them. How about firing some overpaid - underworked civil servants rather than allowing them to "move" departments. Maybe it may provide encouragemant to get on with the job. Private sector workers are fired if they dont perform.
