you've hit the nail on the head - there are almost always spaces on North Side yet people think that it is too much for them to park there and walk back. It is the same reason why people complain that they cannot park in Town when they want to go shopping. What they mean is that they cannot find a space on the Crown Pier, and don't want to walk from North Beach.
