Convincing Ministers and deputies who may not be as well educated to increase funding to their departments, to pay for so called expert consultants. Politicians should know better. Name of the game by top civil servants, no responsibility, cushy life and if it goes pear shape there is someone else to blame, insurance policy to keep the job and pension.
