Martino In answer to your first question, they could, but they won't. In answer to your second question, no one has yet proved that the scheme is unsustainable. The States have a duty to their employees and I reckon it would cost a lot more to compensate them fairly for their loss than to change the scheme. If they want to save money, there are numerous items of discretionary expenditure they can stop, such as building an abattoir, subsidising the dairy, subsidising the airlines, mortgage subsidies, subsidising private schools. I could go on and on. How can you say there's no money when funding is available for all these frivolities?
