I suppose they would have to prove the driver was charging for the service and didn't have the relevant insurance. The article says the police are monitoring Facebook and have the power to carry out covert action in the future, which presumably means sting operations of some kind. I wonder though, if someone was insured for business purposes (not sure how much this would cost) would there be any law stopping them giving lifts for cash? I suppose the income tax authority might take an interest....
