Martino, Pay as you Throw for residual waste is part of the strategy. As you rightly infer, it gives the individual control of how much they pay in proportion to how much rubbish they produce. The current system is patently unfair as it is proportional to the size of your house and not the amount of rubbish produced and does nothing to encourage people to do the right thing.
