Rwanda managed to ban the plastic bag way back in, ooh '04 I think it was (I lived for a time in E. Africa). We can't even keep up with Rwanda on waste issues. You know it's springtime soon; Tunisia, Egypt, Libya, Yemen, Bahrain, Syria... Guernsey?
