I'm not just trying to find reasons not to do something. I was simply pointing out that recycling is difficult for some residents. How is a wheel chair user expected to reach the opening on some of the containers? Overall I think your idea is better than anything the States have come up with. Maybe an organised collection scheme for those with disabled badges?
