Something needs to be done about a planing process that permits you putting up what you want then apply retospectively then appeal dragging it all out whilst you still get to use your illegal development, when you get turned down you can then apply over and over with minor changes dragging the whole thing out again and wasting taxpayer money. If you put somethin up without permission you should be made to remove it and then apply. Not leave it in place whilst you apply.
