Dave P your absolutley right. The answer to obesity is not simply bad diet it is a combination of diet and exercise (or rather lack of it). Taxing high sugar drinks wont achieve anything other than providing HSSD with another income stream to be spent on more management and consultants. I'm not a parent, but if they are serious about reducing obesity they need to focus their efforts towards developing activity based after school programmes for kids combined with in school education on the dangers of eating junk food.
