Good government is all about:

* Listening - the States must get better at understanding what people want.
* Leading - States members must make brave and difficult decisions and show true leadership.
* Communicating - people must know what the States are planning and doing.

We need an agreed process of consultation. You must feel that your opinions are heard and that they count. Minority views shouted loudly must not be allowed to dominate the agenda.

What matters now?

In the next four years the States must control spending by becoming more efficient and more effective. The economy is healthy but that will not last if States spending rises and more tax is needed.

We need to

* Assure social justice by supporting those in real need, without discouraging the incentive to achieve
* Make difficult decisions about issues like waste management and sewage and see them through, rather than just delaying them.
* Protect the safe and secure society that we enjoy by supporting law and order, services, and encouraging community initiatives.

All this means that the States must work together with effective teamwork and lead the way.

I have the experience and qualifications.

Through non-States membership of the Education Board, I have already played a significant role. This has included chairing the Guernsey Youth Service Committee and the committee responsible for the highly successful introduction of computers in schools. I have considerable professional experience, advising organizations in the private and public sectors in Guernsey and throughout the UK. This all means that I know how business and government organizations work and how to make things happen.
