‘Spare cash should go back in pot’

UNSPENT balances arising from States staff vacancies should be returned, says Treasury minister Charles Parkinson.
During 2007, States departments and committees accumulated £5.5m., a large proportion of which was because of vacancies not being filled.
Deputy Parkinson said that had to stop.
‘What has arisen from staff vacancies should be returned to the centre because the purpose that the budgets were allocated for is no longer capable of being fulfilled.’
However, Home Department member Deputy Sam Maindonald rejected the argument. She said Home, for example, had vacancies in the police and if it were not for the unspent money, it would not be able to fund officers’ overtime to fill the gaps.
‘I don’t think Treasury and Resources can take the view that everything should return to the centre. They would have to consider it case by case.’

Voice for Victims is a campaign aimed at promoting the rights of those affected by child sexual abuse.
It seems Mrs Maindonald wants btomuse the surplus for activities that have no budget.
Surely the Police have a figure for overtime in their budget.
Hopefully, Deputy Parkinson will soon correct some of the “odd” accounting that takes place in the public sector.
