0492597.jpgTHE States Assembly and Constitution Committee is putting the finishing touches to its Green Paper on island-wide voting.

Board members hope the consultation document will be ready to go to the States for its November meeting, with an early publication of around mid-October.

Sacc vice-chairman Deputy Mary Lowe (pictured) said it was important because it would give deputies longer than the usual three weeks they get to digest Billet items.

The report as it stands is understood to consider a variety of different ways to elect the island’s deputies, which include:

  • electing the whole house on a four-year basis
  • electing a quarter of the House on an annual basis
  • electing half the House on a biennial basis
  • holding island-wide elections for a proportion of the seats
  • having parish representation for a proportion of the seats
