Chief minister’s right to sign is challenged

0573113.jpgDEPUTIES are challenging whether Chief Minister Lyndon Trott should sign a new constitutional framework document without the States’ express permission.

A Policy Council report that goes before them later this month says that it is the intention of the council that Deputy Trott signs the document setting out the island’s relationship with the UK after the debate.

But the floor of the House could be about to show its muscle over the issue.

The report simply asks deputies to note its contents, but Deputy Matt Fallaize is proposing an amendment that would mean the States giving its express agreement or not.

‘I accept that Policy Council is able to commit Guernsey to certain agreements with external parties in the case of non-controversial, routine matters,’ he said.

‘However, it is clear that constitutionally and politically this framework document has become somewhat controversial and therefore I believe it should be referred to the States of Deliberation for approval before any further thought is given to signing it.’

    At long last we have someone that is a hands on kind of guy. Go GEEZER. We desperately need so many more people of your quality to represent us for us. Is this a sign that at least one person in our states does not fear our CM. It would appear so. I am loving your style Deputy Fallaize it is just a shame others can’t replicate your thoughts so we can actually start having a democracy once again. We appear to have an authority driven by 1 man on a crusade which we all know all too well what the outcome will be. Now we have at the very least one other that is questioning his motives. How about some more please. It can only be good for us all surely. This island has enough of its own problems to address without clouding issues by maintaing a high profile with the rest of the world. It is time to keep quiet and look in our own back yards before we start loking into others. The media are only our friends when it suits. We all need to grasp this and start looking out for each other rather than chasing pavements.

    Fallaize is right to question this, seek clarification and to that any CM has the mandate to sign any constitutional agreements.

    Unfortunately we have so many ‘Uncle Toms’ in this house, I fear the worst.

    i do not see why this agreement is needed,it says that it will not change the existing constitutional position ,so where has this agreement come from ,if guernsey already has an international identity that will not change ,then it comes under great britain as it has for a very long time,and nobody would want to see that change in my view.so if this agreement is signed in its present form it will mean all things to all men ,better if it was completely abandoned by all .

    Despite Lyndons declining popularity amongst the electorate the States pushed him through as CM on his “great off-island connections”. Presumably an asset when your on-island connections are disconnecting to release him for a jet-set lifestyle representing the finance industry.

    Can we have a Minister for Guernsey folk now we pay the lions share of tax?

    Can small and medium sized businesses now have representation at the Dept of Finance, sorry Commerce now they pay the lions share of tax?

    I’d ask Lyndon but he’s never here and doesn’t seem interested in local issues.

    It’s all business, business, business (as usual). Great but for a second term we were promised change and to date I can’t see it. The disilusionment in Guernsey is just getting worse by the day

    Deputy Matt Fallaize is a breath of fresh air, let’s hope his youth gives him the energy to continue with blowing the stuffy righteous cobwebs out, something Deputy Roffey was good at and it is a relief to see that someone new is there to pick up that trend.
    Guernsey is a democracy, though with Lynden Trot you could be forgiven to think it was a dictatorship!
    No one man should have the right to make decisions on their own for the Island.
    I really hope that this situation changes soon.
