Bid to amend parking charge

ENVIRONMENT’S flat-rate parking charge is facing another challenge.
An amendment by Carol Steere could see an hourly rate even higher than the 15p endorsed by the previous States.
Other deputies would like to see funding from the road transport strategy come from general revenue or a rise in fuel duty.
Her amendment would re-endorse paid parking for long-term spaces in Town, but give the department the responsibility for setting a rate high enough to cover its administration costs and create funding for the strategy.
‘Back in 2003 the States decided to introduce paid parking, told them to go away and set the charge and get on with the job,’ said Deputy Steere.
‘Yet here we are in 2009. All these years we’ve wasted when we could have had income coming into the States.
‘This apparent reluctance from successive Environment Departments to get on with the job that the States has instructed them to do I find appalling.’

Voice for Victims is a campaign aimed at promoting the rights of those affected by child sexual abuse.
If Environment was advised by the bean counters that Roffey’s 2003 15p per hour proposal would cost £1.17 to collect then Carol Steere will have to propose something far in excess of £1.17 per hour in order to have funds left over to pass on to the bus company.
This could get interesting.

Ray, by my maths 15p per hour for 8 hours a day would cost the motorist £1.20 – thus leaving 3p profit. Not at lot admittedly, but still something left over ….
Although that’s still the same as a return bus fare, so not much incentive there …..

You may be right. I took it that each 15p scratch card or pay and display machine or whatever other system was being looked at would cost £1.17 to collect (the 15p)

It is now 10.45am on Thursday 26 February.
I have just been listening to Deputy Gollop chuntering on endlessly as he usually does with his absolutely pointless amendments, costing the taxpayer in the region of £1,000 per hour in debating time.
He has just lost his paid parking amendment by 38 votes to 7.
Up steps Deputy Matthews with his own ever so slightly different amendment , seconded by Deputy Gollop naturally.
If this is not the perfect reason for Island wide voting I don’t know what is. By accident of address I cannot at present do my bit to get rid of these time wasters. I may not even succeed if and when Island wide voting is introduced but it will give me enormous satisfaction to know that I have at least been permitted to try.

Ray, it’s a perfectly good reason for the Bailiff saying “this amendment is almost the same as the last one so I put it to the House that we vote on whether it should be debated or not…”
Island wide voting would lead to the likes of JG and RM getting back in and that’s obviously not what you want!
