D-Day on spending is delayed

A DECISION on what States projects will get the go-ahead has been delayed by two months after the Policy Council put the brakes on Treasury’s spending plans, the Guernsey Press can reveal today.
Deputies were due to decide next month whether to spend millions on things such as rebuilding Les Beaucamps High School, work on the runway or mental health facilities – and how to pay for them.
Borrowing was one option, so were partnerships with the private sector, but now ministers have decided they want a new report on monetary policy considered first.
Treasury and Resources’ capital prioritisation report will still be published at the beginning of March to allow more time to consider its key findings.
‘Lots of work, including a series of presentations to States members, have gone into this report and we were looking forward to a significant debate in March,’ said Treasury minister Charles Parkinson (pictured) yesterday.
‘The Policy Council has decided that it needs to consider overarching States fiscal policy before the States considers borrowing as an option and so we accept that.
‘But we are very happy that the report will still be published early in March, which will allow ample time for review and reflection on the complex, wide-ranging and strategically important issues detailed in the States report.’
