Wheelchair report whistle-blower faces States conduct panel
Tuesday 17th March 2009, 2:29PM GMT.
FORMER Health and Social Services Department member Mike Hadley has been referred by his ex-colleagues to a conduct panel for possible disciplinary action.
Health minister Hunter Adam and chief officer David Hughes are among those who believe Deputy Hadley’s whistle-blowing over an abridged wheelchair report contravened the States code of conduct.
In particular, they are unhappy with Deputy Hadley (pictured) saying that a response from HSSD was dishonest and not the truth and, in other emails, that the department prevaricated and was irresponsible with taxpayers’ money.
The complaint, being considered by States Members’ Conduct Panel chairman Chris Day, seeks to establish that the comments were in breach of section nine, ‘members shall at all times treat other members, civil servants and members of the public with respect and courtesy and without malice’.
The HSSD members, including deputy minister Barry Brehaut, Andrew Le Lievre and Richard Willmott from Alderney, are also seeking to establish that Deputy Hadley’s comments were in breach of section eight of the code.

Section 8;
>>Members shall at all times conduct themselves in a manner which will tend to maintain and strengthen the public’s trust and confidence in the integrity of the States of Deliberation and never undertake any action which would bring the States, or its Members generally, into disrepute.<<
it’s time to rewrite the code. seems unfair that a politician can’t, if he feels there is a want, expose the internal practices of the Board. S8 looks to be a bit of a catchall.
Reading this then Parky could take the CM to task over him undermining his position as TM

As I pointed out in response to the Opinion page on this topic, some of us might regard the action of those persecuting Deputy Hadley as bringing the States into dispute.
Where are all the promises of open government?
Oh silly me, the election was last April, so we can forget about this for a couple of years.
