Assault PC’s appeal ‘should be made public’

DEPUTIES are calling for details of a botched Home Department appeal hearing to be made public.
A decision has yet to be made whether PC Stuart Allan, who was found guilty of common assault, can keep his job despite having been asked to resign following an independent police inquiry.
The appeal panel must reconvene, the first sitting having been deemed unlawful because one of the three people on it, Andrew Ozanne, was not a member of the States.

PC Allan handcuffed motorist Rosemarie Holt and put her in a police van without having arrested her after he had pulled her over for suspected drink-driving. She was left with bruising after the incident in Fort Road in March 2008.
She was subsequently found to have no alcohol in her system but he was convicted and fined £250 in September. A Royal Court appeal was rejected.
Deputy Janine Le Sauvage said it was a difficult situation for both parties and their families. ‘I was shocked by the outcome of the first appeal. I really don’t understand how this has been allowed to happen.’
She called for a transcript of the appeal to be made public. That was echoed by Education minister Carol Steere.
