Waste plant alternatives

FOLLOWING public presentations by the Public Services Department of its proposals for a solid-waste plant, and the presentation by a group putting forward what it describes as the Rational Alternative, we present visitors to This is Guernsey with the chance to view both groups’ presentations.

Thanks to GP for providing both cases.
The PSD case should be kicked out. A case that forgets the cost of borrowing (or do PSD think internal borrowing costs nothing?)and refuse to reveal escalation cost clauses deserves to be rejected on these grounds alone.
The Alternative case rings true. The PSD case smells, in the same way as a UK PFI case smells, when a PFI case is carefully crafted to provide a desired result, a result that always means the taxpayer paying milllions over the odds.
