Pressure mounts over Leale’s Yard

DEPUTY Jack Honeybill is refusing to be forced out of the decision-making process over Leale’s Yard.
The Environment board member is also executive officer of the Town Centre Partnership – mandated to promote and protect St Peter Port – and concerns have been raised about whether he could be impartial.
A key consideration of plans for Leale’s Yard, a derelict area of the Bridge earmarked for retail development, is whether the proposed centre would damage traders in Town.
But Deputy Honeybill (pictured) said that if he did decide to withdraw, it would be after discussions with the rest of the Environment board and not because he had been ‘bamboozled’ into it.
‘I just feel that, democratically, with my experience and responsibility, I can add value to the decision-making process, which has to be seen to be fair and to the benefit of the island,’ he said.
‘If, however, coming to that decision would be deemed to be having a conflict because of my role as executive officer, then I would abstain – but I am not going to be pressured into making that decision now.
‘If the minister of Environment says it would be practical for me to abstain from voting, then I will do so if it is in the best interests of the island. But I most certainly will not be bamboozled into withdrawing by people with a vested interest in it.’
Deputy Honeybill does not believe his role represents a conflict of interest because the Town Centre Partnership is not a political organisation. ‘We can only support the Chamber of Commerce and other organisations that are trying to improve Town,’ he said.

Deputy Honeybill you are utterly, utterly compromised by your paid position with the Town Centre Partnership – an organisation that has shown itself to be hostile to the Leale’s Yard proposals for commercial and political reasons.
You might refuse to see it but you have a clear and undeniable vested interest and if you have an iota of political and moral integrity left, you would do the decent thing and refrain from taking any part further part whatsoever in the decision making process.
As for your description of the TCP as non political, that is plainly ludicrous. This is an organisation whose leading members (your paymaster, Deputy Honeybill) have been campaigning quite openly for the Leale’s Yard development to be stopped in its tracks.
In the public interest the Environment Department must release all minutes relating to its discussions to date on Leale’s Yard and, in particular, every word of your own contribution(s) to these discussions.

Of course he doesn’t have any integrity. Just look at his language and the assumptions he makes.
It’s hardly an inspiration for trust in our politicians.
Because this highlights that States decision making process is compromised by vested interest. It may have served us ‘well’ (I question the Bailliff’s definition of ‘well’) in a bygone era but the public need more than arrogance and a fat wallet to believe in the value of politics.
If they want the public back on side they need to make an example of Honeybill. Tell him straight that not even the risk of conflict of interest can be entertained.

Honeybill has again shown that he does not understand what a conflict of interest is. If he cannot spot it, how can he avoid it?
“It’s not a political organisation” – that’s great. But also irrelevant.
MPs in the UK have to declare their interests, whether political or business related. If Mandelson is a director a company he will be conflicted if the issues he discusses as a politician relate to the affairs of that company.
Someone educate this man!
