THE States would have to overturn its decision to build an incinerator and restart the whole tendering process if a new proposal for a gasification plant is to be considered, Public Services said yesterday.

Local company director David de Carteret is promoting the Green Homes Global plant as an alternative to the £93.5m. Suez Environnement incinerator.

He said the gasification facility, which heats waste with limited oxygen to create syngas, which can be used as fuel, could be developed at no cost to the States.

But Public Services said yesterday that Green Homes Global had had the same opportunity to tender as every other waste company.

‘The opportunity for companies to express an interest in tendering for this project took place in 2008, in accordance with tendering procedures agreed by the States,’ a spokesman said.

‘The project was advertised both locally and internationally and there was considerable interest. This company would have had the opportunity along with others to apply to be considered at this time.

‘As things stand, it is too late – Public Services, in accordance with States resolutions, is progressing negotiations with the preferred bidder [Suez].’
