UTILITY regulation in Guernsey is failing, business leaders were told yesterday.

Outgoing Guernsey Electricity managing director Ian Watson painted a grim picture of the impact of the Office of Utility Regulation on the company during the second Institute of Directors winter debate.

A vote taken from those attending yesterday found no one thought regulation was right at the moment.

Mr Watson was on the panel alongside OUR director-general John Curran, who strongly defended its role.

Another panel member, Jersey Telecom’s director of corporate affairs Daragh McDermott, made a call for action on a pan-Channel Islands regime.

Mr Watson sat on a working group when the commercialisation and regulation model was being prepared.

‘When we were commercialised we got the regulatory part of the model absolutely wrong,’ said Mr Watson.

    If Mr Watson was on the panel who got it so wrong, then maybe it isn’t such a good idea to use his advice on reforming the setup and getting it wrong again?
