Challenge in States ‘will be for the future of regulation’

Dave JonesA PLANNED challenge to the decision to reduce Guernsey Post’s monopoly will now look to change the role of regulation in the island, it has been confirmed.

Deputy Dave Jones (pictured) threatened to take a petition to the Assembly if the Office of Utility Regulation went ahead with plans to reduce Guernsey Post’s reserved area of mail which only it is allowed to handle.

Now it has done so the Housing minister followed through and is currently working on the wording of the requete.

But he said the issue was much bigger than just the Guernsey Post decision and his motion would look to change the OUR’s mandate.

‘The requete is not going to single out Guernsey Post,’ he said. ‘We need to look at all the utilities and whether regulation is being administered in the way it was first envisaged.

‘I think the actual blueprint produced for regulation went further than what the States was originally looking for. We wanted light-touch regulation, but clearly that is not what we have got.’
