Post wants hearing before any change

GUERNSEY Post wants the Royal Court to postpone plans to reduce its monopoly until the result of its appeal are known.
Details of the appeal emerged yesterday as court papers it filed became available.
In those, the States-owned utility also said it wanted the court to overturn the Office of Utility Regulation’s decision, force its director-general to start the process again and give him instructions about how best to go about it.
‘GPL seeks relief in the nature of an order that the decision be quashed and the matter be remitted to the director-general with such directions as may be appropriate in the light of the Royal Court’s findings when determining the appeal,’ it said.
‘GPL also seeks interim relief in the nature of an order staying the effect of the RA [reserved area] decision and restraining the director-general from making any order pursuant to the Post Office law to give effect to the RA decision pending the determination of this appeal.’
The OUR announced last month that it would reduce Guernsey Post’s reserved area of the market.
From April, its monopoly would cover only letters and large letters costing less than £1 to post. Currently, it has a monopoly over all types of mailing costing less than £1.35.
