A CIVIL servant’s ‘oversight’ has led to safety railings being installed at Sir Charles Frossard House without planning permission.

States Property Services has now applied to have the work approved retrospectively – to the planners who work sheltered by that very roof.

The lack of railing on the flat roof was highlighted during a recent safety audit, in which Normandie Health and Safety noted there was ‘minimum protection against falling’.

‘As this area is accessed on a regular basis, by predominantly Airtel and Wave engineers for antenna maintenance and testing, there is a high risk of fatality from falling,’ the civil servant from States Property Services said in the application for planning consent to the Environment Department.

‘They have therefore recommended the installation of an edge protection handrail as a preferred option to a mansafe system. This is the preferred system as training of use is not required.’
