‘If it’s not in the Plan tell us where the cash is going to come from’

EXPENDITURE should be tied to the States Strategic Plan, according to Treasury minister Charles Parkinson.
He wants members or departments proposing new schemes in addition to what has already been agreed to state where the funding would come from.
‘We have a prioritisation process for States expenditure but there is no link that ties that initiative to the States Strategic Plan.
‘There are rules and routes to bypass it and that, to say the least, is untidy,’ he said.
‘We [the SSP team] suggest that there should be a rule so if people ask for money outside of the States Strategic Plan then the States should only give approval in principle.’
Deputy Parkinson (pictured) was speaking to the States Assembly and Constitution Committee.
He said people could bring a motion for new or expanding services but they should establish where the money would come from.
