Regulator consults on changes to postal law

THE regulator has gone out to consultation on its plans to change postal law to allow competition in the market.
The Office of Utility Regulation is pressing ahead with its work to open up the postal market despite Guernsey Post taking it to court over the decision to reduce the utility’s monopoly.
It has published a consultation document about licence conditions that any new entrant into the market would have to comply with.
Proposals for licensing competitors to Guernsey Post will be debated by the States as deputies will have to agree to amend the postal law.
‘In our review of the postal market last year we highlighted that the postal law currently makes it difficult to regulate competitors to Guernsey Post,’ said OUR director-general John Curran (pictured).
