PRISON officers have already been paid for new working arrangements management needs to introduce, said the States’ chief pay negotiator.

At an industrial tribunal yesterday Terry Harnden said that point could be argued as prison officers had signed a Fresh Start agreement in 1987 that saw some receive up to a 10% pay rise in return for increased productivity.

‘The obligations remain in Guernsey and they are set out in the prison officer’s terms and conditions of employment.

‘What happened in practice is that they received the pay but they did not deliver on the obligations,’ he said.

The hearing continues today.
