The regulator ‘won’t tell us what model he based his decision on’

GUERNSEY Post yesterday accused the regulator of withholding information as it began its legal challenge to the reduction of its monopoly.
Guernsey Post is appealing a decision by the Office of Utility Regulation to reduce its exclusive area of business from items costing £1.35 to post to £1.
The Royal Court yesterday sat to hear the outline arguments.
Guernsey Post claims that the director-general of the OUR, John Curran, failed to take into account several factors, such as the declining trend in international mail.
The parties will reconvene at the end of June when a trial date will be set.

Ray – I think that it is wise to gather as much information on a subject before one comments.. The simple fact – in Jersey at least – is that the Post Office is inefficient…I quote a letter to the JEP editor from a member of Jersey Post staff talking about Directors wages:-
“Jersey Post accounts for directors Salaries 2009: managing director, £133,000 plus £46,000 bonus equals £179,000 (2008, £153,000); finance director, 128,000 plus £34,000 bonus equals £162,000 (2008, £154,000); HR director £123,000 plus £42,000 bonus equals £165,000 (2008, £140,000). Total salaries for three members of staff, £506,000.”
Now I am not sure but I wonder if that includes pension contributions?
We employ over 100 people in 4 locations in Jersey, Guernsey and Southampton and our Directors and Managers wage structure in no way resembles that of Jersey Post. I am currently unsure of Guernsey Posts accounts and so will not comment on the situation in Guernsey, but in Jersey the JCRA are only trying to accommodate requests from the users who send the majority of the mail, and protect an industry that employs as many as 1500 people – in these circumstances I can’t see how calling on Jersey Post to become more efficient is a bad model.
