‘Savings’ programme fails to save a penny

A STATES programme designed to deliver millions in taxpayer savings has so far produced none.
The Assembly was debating whether to change a policy so that only money that had been saved could be spent on new services, when it emerged that the Financial Transformation Programme was already behind its target.
Last year members earmarked £1.7m. for new projects based on the assumption that this amount would be found over 2010.
But Treasury and Resources member Roger Domaille (pictured) said that this target had not been achieved – four weeks ago the total saved was zero, by the end of the year it will be only £200,000.
