Treasury helps departments stay on budget ‘without taking over’

TREASURY and Resources is working with States departments to control their budgets but without micromanaging them, according to the minister.

Charles Parkinson said getting spending under control was the department’s key aim over the next year.

Government was committed to keeping overall spending at the same level, through the States Strategic Plan. Budgets of individual departments could change but overall spending has to remain the same.

That makes it vital that departments do not overspend and Deputy Parkinson said the States as a whole would come in on budget this year.

    With all this help and cajoling being offered to the the departments they should be getting the message by now

    All the more reason for forcing errant department political heads to stand up in the House and give a detailed explanation for any overspends

    If the political head feels that this humiliation has been caused by his civil service chief of staff then he should be free to take the appropriate action

    So today we are told that by the end of the month we have to pay £150 for each member of staff we employ to Guernsey Financial services to help fill the black hole! This money does not go into general revenue but simply enables GFS to balance its books whilst maintaining salary levels and new offices etc. This along with the current vogue for states dept including Guernsey Electricity and Guernsey Post to simply account what their costs are and price accordingly with no regard for their customers. I for one will be submitting a plan to move our 100+ employee business elsewhere as this States has no idea and can’t control it’s spending.
