Social Security to discuss threat to formula-led budget

Mark DoreySOCIAL SECURITY will meet tomorrow to discuss Treasury’s plans to force departments to manage their formula-led expenditure within their overall budgets.

Formula-led expenditure includes areas such as legal aid, off-island treatment and supplementary benefits. Departments have long argued that they have little or no control over how much they spend in these areas.

But Treasury disagrees and wants departments to take full responsibility for how much they spend in these areas to curb the inflation-busting increases seen in recent years.

Social Security is considered to be the department most hit by the proposed changes, as £48.4m. of its £50.98m. budget next year is allocated for formula-led expenditure.

Minister Deputy Mark Dorey (pictured) yesterday declined to discuss Treasury minister Charles Parkinson’s justification for the move, which was highlighted in last week’s Budget.

    Am I being stupid or is there a way to calculate formula led budgets in advance? Seems to me as though that could be nigh on impossible as you can never predict what will come up in the future. Even if he does support Everton I do feel sorry for Mr Dorey this time! Probably won’t happen again.

    To reduce the amount of supplementary benefits given out, open up a states run nursery/playgroup and get the people with children back out to work. They say its not worth it as they get more on supplementary benefit then they do wages. you don’t encourage people to work, you encourage them to sit at home getting money from the states for nothing. a states ran nursery/playgroup which is lower fees will encourage people to work.
