Harbours may become trust port operations

A TRUST could be set up to run Guernsey’s harbours, under proposals being discussed by Public Services.
The department has been reviewing whether there is scope to commercialise any of the trading entities under its control, such as Guernsey Water, the airport and States Works. It publishes a report today giving an update on its progress.
The Office of Utility Regulation looked at the various trading entities to give an independent view on the potential benefits of changing any of their business structures.
It suggested that the harbours were torn between providing port facilities for commercial freight and leisure and its maritime duties such as the coordination of a coastguard service.
