Sacc asked to justify question by vice-chair

Mary LoweQUESTIONS were asked yesterday as to whether Deputy Mary Lowe had undermined the work of the States Code of Conduct panel.

Chief Minister Lyndon Trott questioned her conduct as the vice-chairwoman of the States Assembly and Constitution Committee.

He said that the committee could find itself reporting to the States on a Code of Conduct issue if the panel deemed it appropriate.

And, in that respect, he asked whether Sacc thought it appropriate that Deputy Lowe (pictured) had asked the Policy Council about his activities when abroad in his capacity as a non-executive director of Concept Group when the issues were being considered by the panel.

Sacc chairman Deputy Ivan Rihoy said that States members were free to comment on or question any matter, including issues that might directly or indirectly be connected with the work of the department or committee on which they served.

    To anybody listening, it was more like a personal attack on Deputy Lowe for daring to ask any questions of the Policy Council regarding the Chief Minister and use of his position to promote a Private Finance Company, those questions had in fact been put to the Chief Minister long before the Code of Conduct inquiry. He had failed to respond to Deputy Lowe so her only way forward was through Rule 6 questions in writing. All Deputies must of course have the right to question any element of Government at any time in the interests of good Governance and transparency.
    It would appear unless it involves the Chief Minister.

    We are of course still waiting for him to release the two reports he submitted to the Code of Conduct panel, in the interests of transparency, the second report, having received council fromthe States Chief executive officer and deputy Chief executive office (reply to one of Deputy Lowe’s questions) which so far have remained secret.     It beggars belief that the Chief Minister, Lyndon Trott, can make such comments to conclude a Radio Guernsey interview on this important Code of Conduct issue with, “ I am far to busy with States business to waste any more time on this nonsense”.

    I can think of many adjectives that the Chief Minister himself is publically prone to using when defending criticism from others that would aptly describe his above statement.

    Despite the perceived commitment by this present government to ‘good governance principles’, which encourage open-ness and transparency, this is a classic example of where our most senior politician will use every conceivable political manipulation to avoid the publication of his own statements to the Code of Conduct Panel.

    There can be no reason whatsoever why this information cannot be put into the public domain by the Chief Minister, and the fact that there is no commitment on his part to do so could damage both his own political career and that of the current Guernsey government.

    This is clearly not a ‘nonsense’, Chief Minister, it is a fundamental issue of ‘good governance’ that all States members should be practising, and that the electorate very much want to see on a regular basis from their elected politicians.

    The real loser here is the CM himself.Every time he tries to hide behind rules of procedure he loses more credibility

    One side in this argument has laid all its cards on the table,so most voters will naturally take that as the truth

    If he doesn’t open up a bit and support the so called open Government mantra the CM will be clearing his desk this time next year

    Many of us want the truth but its people like you that would prefer it was kept just as L Trott would like it “hush hush” thats the thin end of the wedge and you seem to endorse it by trying to rubbish someone who wants openess.

    its not the first time that Mrs Lowe has had a problem with conflict of interest.

    Does anyone remember when she voted against Le Riche’s application to use the Tektronics site, whilst failing to consider her connection to the Co-op.

    Deputy lowe has never had anything to do with the CO-OP.

    Deputies who have been involved with the CO-OP are Eric Walters, Jean Pritchard, Peter Roffey and Jenny Tasker.
