States needs overall information strategy

Friday 23rd September 2011, 2:29PM BST.

Chief Minister Lyndon Trott. (Picture by Adrian Miller, 1002458)A STATES-WIDE information strategy is needed to make it more open and transparent, the chief minister has said.

His comments come after an independent report commissioned by the Policy Council recommending a three-year plan to improve how the States deals with the information it holds.

‘In government, whether as an elected politician, a civil servant or a statutory officer, we must live by the principles of good governance,’ said Deputy Trott (pictured).

‘One of these principles is taking informed and transparent decisions. This means being rigorous and transparent about how decisions are taken, and having and using good quality information, advice and support to take those decisions.’

The public who elect these politicians have wanted open, transparent government for more years than I can remember. Why has it taken them so long to cotton on to this and did they really need an independant report to tell them the obvious? Shows they never listen to the wishes of the electorate. Makes you weep!

It appears to me that once the Chief Minister sets an example in openess and transparency, this Government may have a chance.

We are still waiting for the release of his submissions to the code of conduct panel, the only paperwork on that subject not in the public domaine and with which he had help with by the Chief executive and Deputy Chief Executive, using taxpayers money.

I’m afraid his words above are hollow and that is the one reason we need Freedom of information legislated for. We can’t trust the government to do it voluntarily

THE SEVEN PRINCIPLES OF PUBLIC LIFE

    SELFLESSNESS
Holders of public office should act solely in terms of the public interest. They should not do so in order to gain financial or other material benefits for themselves, their family, or their friends.

    INTEGRITY
Holders of public office should not place themselves under any financial or other obligation to outside individuals or organisations that might seek to influence them in the performance of their official duties.

    OBJECTIVITY
In carrying out public business, including making public appointments, awarding contracts, or recommending individuals for rewards and benefits, holders of public office should make choices on merit.

    ACCOUNTABILITY
Holders of public office are accountable for their decisions and actions to the public and must submit themselves to whatever scrutiny is appropriate to their office.

    OPENNESS
Holders of public office should be as open as possible about all the decisions and actions that they take. They should give reasons for their decisions and restrict information only when the wider public interest clearly demands.

    HONESTY
Holders of public office have a duty to declare any private interests relating to their public duties and to take steps to resolve any conflicts arising in a way that protects the public interest.

    LEADERSHIP
Holders of public office should promote and support these principles by leadership and example.

These principles apply to all aspects of public life. The Committee has set them out here for the benefit of all who serve the public in any way.

Lets hope the electorate judge him for his actions.
His clever talk along with his over confident(arrogant) attitude doesn`t wash with me and i`m sure it doesn`t for many others.
To put it inplain English i just don`t trust him and i think many others feel the same.

The problem is, that in our version of democracy, we don’t get to choose our Chief Minister, nor any other Minister for that matter. Therefore, when we vote next April we will still not get a say in who represents us on the world stage. How about a box on the voting slip for our choice for Chief Minister? The one with the most islandwide votes gets the job. And give them the ability to choose the Ministers. At least that way we might see a Policy Council made up of the more popular characters rather than those who scrape in in their respective districts.

the HAHA’s were on behalf of those who read this, and like myself, just had to laugh :)))
The fact that he and his merry followers will need 3 years to implement this strategy (created by highly paid, imported ‘consultants’ and costing millions as usual, I’m sure) makes it all the more hilarious.

(I would also like to compliment Mr Trott on how many times he managed to crowbar the words ‘transparent’ and ‘decisions’ into the same sentence).

If Oscar Puffin runs in the next elections, I’m voting for him, at least he doesn’t pretend he’s anything but a puppet.

Having just finished reading the document, its like reading a fairy tale. Under this present Government there is not a hope in hell that they implement all of that, it would mean too much openess and transparency.

I only hope that at least some of them will make an attempt and at least start with the Hansard type reports on States meetings. It costs £30 at present for a CD audio of a States meeting.

But I suspect like everything else in the States we will still be looking at it in three years time.

Now what school was it he learned all these tricks?
