Advocates at odds with Law Officers over Court of Appeal reform plans

THE Law Officers and advocates are divided over proposals to reform the Court of Appeal.
The Guernsey Bar Council has criticised the proposal to appoint the Deputy Bailiff as a Court of Appeal judge.
In a document obtained by the Guernsey Press, the council suggested that the Bailiff’s role as an ex-officio judge in the court should be scrapped.
‘The Bailiff has primary responsibility for the Royal Court, the decisions of which will be the subject of appeal.
‘The Bar Council would support the proposal that the restriction on a judge of the Court of Appeal practising at the Guernsey Bar should be extended to being concerned professionally with any matter arising within the Bailiwick.’
