Interim primary review to take just 30 days

AN INTERIM review of primary education in Guernsey is to be completed by the end of March.
The Education Department has just commissioned Denis Mulkerrin to undertake the task after he completed a review that identified multiple failings in the secondary sector.
He will be assisted by retired local primary head teacher Trevor Grayland and Tim Tatham, a primary specialist from England.
Education minister Robert Sillars said it was important to get the right blend of experience and the team of three would complement each other.

I trust the interim review will be just that, and be swiftly followed by a comprehensive review of the entire education system that includes surveys of all teachers, students and parents/carers.
30 days to complete a report will only scratch the surface.

How can the proposed Mulkerrin report on Primary Education be completely impartial when the the two gentlemen helping him are part of the system. One, a retired head who was part of the system, who has been working part time for the education department, and the other gentleman who is involved in the training of middle managers for the department. Mr Mulkerrin knows where the primary schools are and he knows where the department is. If he needs help it should come from people who have no connection with Primary Education.

This review is also being organised and administered by the Education Department, unlike the secondary review which was organised by the Policy Council, so it’s not independent of the staff whose performance is under scrutiny.

Hougue, you are making a perfectly valid point here. However I suspect Mulkerrin is very much his own man and doesn’t really need any help!

Thank you Grumpy Teacher for your support. I am surprised that the two gentlemen concerned would want to lay themselves open to criticism by taking part in such a review. Everyone can see they are part of the system which they are trying to investigate. The review has to be totally independent and impartial.

He put together his last report with the help of lots of people who are “part of the system” I don’t think you have to worry about Mr Mulkerrin’s impartiality.

Dave Jones Not worried in the slightest about Mr Mulkerrin’s impartiality – he is the right man for the job. My concerns lie with the other two gentlemen who are capable of influencing his thinking. We are not talking about big numbers of schools here. He doesn’t need to be guided by anyone else. Just let him get on with it.
