FTP amendments heavily criticised

SCRUTINY Committee chairman Paul Arditti has labelled amendments to the Financial Transformation Programme debate as ‘seriously flawed and damaging’.
The Alderney representative, pictured, criticised two of the four motions submitted by States Assembly and Constitutions Committee chairman Matt Fallaize and has now urged all deputies to reject them.
However, Deputy Fallaize yesterday defended the proposals and said the FTP had not been properly scrutinised since it was introduced in 2009.
The amendments – to be debated at this week’s States meeting – call for more scrutiny, accountability and clarity in the programme, which is designed to cut a recurring £31m. from States expenditure by 2014.
But Mr Arditti said Deputy Fallaize’s first two amendments – relating to Scrutiny and the Public Accounts Committee – were seriously flawed.

Arditti wouldn’t know good governance or good government if he saw them.
This is the man who talks about openness and accountability in both Guernsey and Alderney States but then blatantly (with the help of others) prepares the makeup of all Alderney States committees prior to presenting them as a fait accompli at the January meeting.
No consultation, no debate, no consideration what the impact of the committee changes might be.
