Policy Council rejects call for FoI watchdog at this stage

THE Policy Council has rejected calls for an independent panel to oversee the new freedom of information regime at this stage.
Deputy Chris Green, pictured, had raised a concern that its proposed code of practice, which would see deputies sign up to the presumption of disclosure, did not include independent scrutiny of decisions to withhold information.
Chief Minister Peter Harwood responded, in a letter to all deputies yesterday, that the proposed code – to be debated this month – was the starting point on which a ‘culture of openness’ would be built.
‘The Policy Council remains of the view the current proposals are a proportionate and constructive first stage in this process,’ he said.
‘They provide the strongest model with which to build the culture of openness throughout the States of Guernsey and to enable the evolution of a sustainable and efficient regime.’
